Even before Secretary of State Hillary Clinton got to Brasilia, Brazil her mission was a tough one. Brazilian President Luiz Inacio Lula da Silva was quoted as saying: "It is not wise to push Iran into a corner. It is wise to establish negotiations." Clinton’s visit to Brazil came as a move to persuade key U.N. Security Council members to vote for sanctions against Iran, which has defied U.N. sanction to stop enriching uranium. "I think it's only after we pass sanctions in the Security Council that Iran will negotiate in good faith," Clinton said. "That is my belief, that is our administration's belief: that once the international community speaks in unison around a resolution then the Iranians will come and begin to negotiate."
Most of the persuading has been focused on China and Russia, both of whom have veto power in any U.N. sanctions, but Clinton has tried to convince nonpermanent members as well. However, President da Silva said he felt two or three more of negotiations were necessary. Clinton expressed disappointment in Brazil’s denial of sanctions and stressed that talking with Iran has proved continually fruitless. "We have seen an Iran that runs to Brazil, an Iran that runs to Turkey and an Iran that runs to China, telling people different things to different people to avoid international sanctions," she said.
Even though Brazil denied Clinton’s request it has said it supports only peaceful use of nuclear energy in Iran.
